They didn't balance it. Dread elves seem to be the weakest book right now by a fair margin with only one type of list finding success (cauldron deathstar+chariots+ support) being truly competitively viable. If you are worried about your opponents filth shooty list, take a bunch of brolocks with a couple characters and dark magic and ram it down their throats. Doombolts take them off. I think as others have said you either go 5's or wayyyy bigger like 10-20. They are invaluable in my opinion in almost every matchup because of a couple of reasons. They are good chaff/anti chaff. The only thing I don't like is the peglord because I feel the cavalry version is so much better with the stength 7 for going through tough things.
Also, why so many level 4's with the other trickster's shard? Don't get why you would want her anywhere near combat.

Sweet thanks. This is exactly what I thought. I should have used the example of a steed dreadlord and 3 pegasi masters in a unit of 10 brolocks with a champ but this is like how I read it too.

Make either bleakswords or darkshards honestly. Spears are dreadful.
Bleakswords are a good bunker with parry and good with the sac dagger.
Darkshards are amazing with fantastic ranged output and a huge threat zone.

Witches are akin to small hand grenades. Throw small units of them at the enemy and they either draw heaps of attention or hit a unit and do a suprising amount of damage.
Corsairs are better in a steadfast/grind role because of the armor, but honestly as an elf you don't really want to grind.

Get more dark riders. They are incredible. They kill chaffc redirect, and are almost alway where they need to be with feigned flight and fast cav. That will help you to no end. I recently ran a fairly similar list to your and got 3rdwitha hugewitch deathstar, and then heaps of shooting and chaff.

I think a better elite steadfast breaker would be 10 or 15 sisters with a bloodwrack shrine, war banner. Run it at big units and win every time.

I second lore of light. Phas is amazing in general and can save your cauldron from cannons. Also, net of amyntok is probably the best spell in the deck with the ability to either try and limit casters or instantly stop a warmachine from firing or moving is invaluable!

I think you'll have trouble vs 4 bolt thrower avoidances lists and super in your face combat warriors, but if you like it and think it's good, go for it and learn it inside out.

I use mine to control the board and force my opponent into a small area. Also, to kill chaff and warmachines and finally, for cheeky rear and flank charges in combination with fighty units. I run 3 units of 5 sades with great weaponsw which costs 270, so cheap and cheerful.
