The way the item is worded in my book is fairly clear (to me). It says that for every wound the wearer inflicts their save is improved by +1. Meaning that it effects the armour save as a whole and not the armour save the item grants. And it is up to a max of 1+.

I have purple in my army, but its mostly used to outline red and when its surrounded by black it looks really nice. I use the imperial purple and not lich (hate the 'Eavy Metal colour scheme) in a heavier tone when I apply it to spellcsaters. Something about that purple and dark magic that just fits.
