That's a lot of upgrades for what you get out of those units. I have a similar list, at 1500 pts, just without a few of the support units. People still use equivalent chariots in other armies, so I'd say, yeah, they'll always have a place. Yeah, sure, why not? Its magic. ;) It actually works quite well when you give him blood armour as well and if you feel you've got enough armour, give him the wand as well. You'll get that 1+ armour save in no time and you make him a real missile platform. :twisted:

Harpies for sure, if you can get them there. Other options include units of naked dark riders (ie, just the musician) or a noble on a dark steed with just the basic armour (still a 1+ save against shooting) and a lance. All are easily under the 100 points a cannon is.
