Yes and no. Characters are still going to have a hard time dealing with big units. Blow all of your allowance on Lords and you're not going to have much of an army to back it/them up.
That sort of army will struggle, even more so if you play scenarios.

Welcome. I'd recommend paying a visit to the tactics forum. 8th ed WH is more about magic and infantry than it used to be. Light cavalry are generally only any good for taking on light targets (rather than rank breakers of old), so some of the subtlety has been replaced with casting some nasty spell...

The danger is always falling into believing there is one choice available. I've been playing with a single level 2 or 3 with my Chaos Warriors for years. I dunno, but I wouldn't treat End Times as just a campaign. You're absolutely right - it clearly says it changes the core warhammer rules for characters (We're back in 5th ed now ). I wouldn't want them to merge the Chaos armies (even though Undead Legions are unconditionally better than VC or TK) ...

It would be nice if GW brought back their smaller games as something more than one-offs. Blood Bowl and Necromunda (my personal favourite) would be good games to compete with those other mini companies that are making smaller, cheaper (for now) games. GW need to consider "entry level" game...

If monster characters are separate and have a more limited items allowance, it might work. Otherwise you could have a powered-up Crown of Command dragon rider just utterly grinding down units regardless of steadfast or losing combat.

Two small-ish units of crossbowmen is pretty standard, so building 20-30 of them as crossbowmen is definitely a good idea. As for the rest...I'd say experiment with a few army lists first.
