Can Menghil be taken as rare?

Is it just special or can we take him as rare?

You can take The Manflayers as a Special Choice in the Dark Elf Army due to the Dogs of War Rules.
For Other Armies he is a Rare Choice

Just special. Dark Elves are mentioned specifically, and they have the option of taking them as special and special alone.

I was just confused by the wording of "may". It implied a choice.

You can read it either way.

Statement 1 indicates that ALL armies other than those listed may take em as a rare choice (including DE).

Statement 2 indcates that some armies MAY take them as special.

There is no "instead of" or "additionally" clause to clear things up for us.

Good job RAW is long dead and almost forgotten about.
