When shooting at a unit with a character in it with less than 5 unit models remaining the shot are randomized. The rule on page 99 says the controlling player decides who is hit....this to me is the problem.
Where is it listed who is the "controlling" player? Definition somewhere?
I know"everyone" seems to say it is the person being shot at . It is played in tournament I have been to this way also.
Help me to understand why is this the understanding?
.If I have a unit of 20 archers and direct them to shoot at a unit with a character in it cause I want that character gone. We loose 20 shots into the air at this unit mostly concentrated at the character. How does my opponent get to choose who is hit?

Sorry to confirm that you are right to be puzzled.
The universal understanding is that the shooting player is not controlling the unit shot at, does him in any way?
So it can only be the owner of the unit who is called the controller, despite he is not playing at this time, which is the source of your interrogation.
But that is a common understanding, not a hardline definition.

You as the player of your army *control* all units in your army even during your opponent's turn.
If the controller was the player whose turn it was, they would get to decide charge reaction for the units they are declaring charges against because they were the *controller*... That would not make for very long games.
