Scrolls of Binding?

What is this madness about being able to take scrolls of binding in normal games now? Has anyone else heard about it? One of my gaming group was talking about it recently and I vaguely remember seeing something about it either on these forums or on the GW site. If I'm allowed to take Scrolls of Binding, there will be a chaos war mammoth in my 1000 point list and I will be a happy boy.

GW now allows them at their sanctioned events. This has some groups talking about allowing the same.
7th edition army book:
Games Played: 213
Games Won: 114 (54%)
Games Drawn: 33 (15%)
Games Lost: 66 (31%)

8th Edition army book W/D/L:
Druchii: 36/4/16
