I was wondering if the spell still counts as a miscast if I either dispel the spell or if it does not meet the casting requirements?

So, lets say they roll double 1s, that is an automatic failure but do they suffer a miscast if they are within range of the ring.

Also, lets say they roll a 6 (2 threes) and get it off due to their wizarding level but I dispel it. Would they still suffer the miscast or because I dispell it does the wizard not take any damage?

Yes it is still a miscast. There is nothing in the description of the item that requires the spell to be successfully cast in order for a miscast to occur.
