no it follows the spell the steed of shadows, which exists in the newly updated basic rulebook. by that argument, every spell, every special rule and every reference to the basic rulebook, which was unfaqed, should be checked on in the 7th edition book, because thats when the rule was written. even though it now had been re-written.
This being said, AFAIK you get the benefit of the lore attribute, which means you could get into combat with the cloak of shadows, by switching places with a infantry character which is already in combat. alternativly you can use it as a first turn boost. slingshotting a fast character (pegasus or dark steed) by way of having a assassin in a scouting unit, giving him a movement of 38-40' in his first turn.
