Fellow generals, I request your assistance! I'm attempting a Two Tower list, combined with a Light Council.
However, I can't decide how to field the Shrine and Council.
Option A:
Shrine + Council in 23/18 Excecutioners, 10 Sisters as support
Option B:
Shrine + Council in 10 Sisters, 30/25/20 Executioners
Option C:
Shrine in 27/22/17 Executioners, Light Council in Sisters
Option D:
Shrine in 10 Sisters, Light Council in 26/21/16 Executioners
Which of these options do you think compliments the list the most?

Why are you looking to put your council in units that need to be in combat? Not a good idea.
Probably better off splitting the Warlocks and mounting the council.
Think you are going to find that you are trying to do too much with the list.

I love the council + CoB and have used it to great effect
My 2 cents
- your BSB is safer on the pegasus
- squeeze in 2 units of dark riders with shields and rxb with size 8-10
- put your council om horses to use warlocks and said dark rider units as bunkers.
- use Executiners as horde for maximum hitting power
- drop crown unless you plan to use conga in unit formations. If your lvl 4 is in front rank she'll die first turn.
- if you want to save points you can drop 1 lvl 1 and sisters. If you're feeling cocky drop the peggy and put the bsb naked on a horse. Just keep him in the bunker to have him save or minimize protection to either luckstone or dawnstone. The rxb makes more sense if your master is on a horse (fast cav rule)
- you won't necessarily need witchbrew but an obsidian blade or the sword of antiheroes can be a nasty surprise
- both your combat blocks are so strong you won't need sisters unless for fluff reasons

Falstaff, do you mean 2 additional units of Dark Riders (I already have 4 units of 5 in my list)?

Taking the advice of both of you in consideration, I will mount the Council and put them in the Warlocks unit.
Do you have any suggestion for the bunker setup?
Also, what do you think of adding the Bloodwrack Shrine to the Sisters, non-horde?
It should give a static combat resolution of 5, which isn't too bad I think. In this case the Executioners will be a 30 horde.

Sorry if my post wasn't clear enough.
I'd use at least two possoble bunker units, better 3. 2 units of 8-10 dark riders + 1 unit of 10 warlocks should be perfect. Then use the appropriate bunker depending on situative context. Your council may jump between bunkers in order to be safe or get in range of targets to be hit by the multiple missiles.
More than one bunker are necessary out of many reasons:
- one bunker may be depleted by magic or shooting
- a bunker might get cornered
- one bunker makes it obvious for your opponent where your council will go during deployment
- in certain matchups warlocks are an excelllent combat unit, in others they can only be used as bunkers and casters. In case of your opponent having little armour, you may want to keep your council with dark riders in order to stick warlocks into combat.

If possible I'd furnish each bunker with a champion. This lets you issue or take a challenge if your peggy is in the unit as well
Dark Riders are your best choice as a bunker if you field a mounted council. With a 4+ AS they are decently tough and can jump between covers due to their speed. Also, they are ideal at controling movement but little apt to be put into close combat unless you're targetting chaff. At range they can use they're rxb to support magic damage.
