I am supposing that the lv 4 should be with the shards. I don't know what kind of models you have, but if you really wanted more shooting, I would use the points as DR instead of the witches.
What are your thoughts about the dreadlord? Adding him to a peg still only keeps him at 3 wounds. So putting him on a Dark steed is more points efficient. You don't lose a wound (unlike the DS master) and he can zip around fairly easily if you have enough DR units on the field.
But, looks like a pretty solid list.

You can bring two units of Doomfire Warlocks in a 2500 point army.
You should bring two units of Doomfire Warlocks in your 2500 point army.
They shoot... stuff.

Warlocks are comped quite heavily in the Swedish system for good reason. They are good at a wide range of supporting roles. Although not spectacular at anyone thing, they are very, very well rounded. Keep them safe from masses of bowfire. They are still T3 after all.

Aside, I just did a swedish calculation on my typical 2400pt army. It's a 2. I don't ever play SWE or ETC, just fun with friends and our own tournaments. On the circuit is it considered cheesy to win with a heavily comped army? Is it considered better to take a mid ranged army and win with that? How is comp viewed? Are they separated into comp divisions?
Re: 2500 Peg/shooting Dark Elves
are you thinking to use the Exec in horde?
how do you plan to defend them as everything will be fired at them?
how would you move these two big block of infantry on the table (witches and Exec)?
you might lose a lot of mobility and resulting in a human wall for your RBT and Shards..
