What is it and what does it do?

It's a Chariot that can only be used as a Mount for a Vampire/Vampire Lord. It's got some pretty nice stats (M8, S5, T5 5W) and has a 4++. It also has some neat tricks with leadership in that you can have reduction to WS & BS and even potentially hit your own guys! Overall, it's not really a competitive choice.
It isn't Ethereal, but it moves as if it is, treating all terrain as open ground.
SCR is always a fine bet against Vampires. Additional, the Vampire or Lord on it can only move 8" a turn as it cannot march. It's also gonna be around 400+ points. If you get into combat with it, destroy the chariot and overwhelm the rider with combat res. Otherwise, redirect and magic/shoot it to death.
