i think that there should be a forum dedicated to army journals.
an army journal would be a thread where a user could write about his army, post his ongoing list and so on.
this could be a place where newbies (like myself) could post questions in there own thread about how to begin or what to get next.
users could also post pictures of thier own army for everyone to see.

No need for a subforum. There have been a few of those threads before, and they're meant to be put in Army Lists (if a Druchii force), 40k (if anything 40k) or Warhammer Fantasy (if anything else).

Army lists in the various forums tend to get edited and evolve as the poster takes on board the feedback given or changes the list after certain units perform well for them.
Pictures can go in the gallery, not in threads as it takes up too much bandwidth for people with slower connections.

And ultimately you could post a few links to said pictures alongside the army list if you wanted to.

I have to agree with the others that this seems to work fine in the current forums. The trick is keeping the thread going. A lot of armies spring up and then die off because they are just flash in the pan ideas. The ones which make it to the tabletop, include battle reports and evolve seem to get a better audience (just look at Xizor's list or DA's Blade saga).
