Well, I was just entertaining the possibility considering it was already suggested ... I personally think it would to much trouble and rules for a next to nothing result which I really don't think is needed.

How about only allowing him to shoot after he has revealed himself? Certainly, that would make it kinda risky, but would still allow him to use his BF - possibly, at least.
well, after he has revealed himself, he would likeky be in HtH for a while, and would be declaring chargers, ect. I think the points he would pay would be wasted.
Wot about having him shoot, but the other unit doesnt know what unit its from? It means that you'll have to trust that the person with the assassin is being fair, but it allows a few things:
you can shoot, but each time you do it narrows down the number of units that the assassin can be in (as he needs to be in range etc.)

About the strike first/irrisistable challenge thing - good idea!
i think we should make it so that he has KB on 6+, 5+ when revealed + irrisistable challenge when revealed. A possible idea is that the enemy character has to make a ld test to hide from an assassin challenge when not in the round he reveals...
Touch of death gives an all-round 5+ KB, but does that mean when he's revealed he gets a 4+? I dont think thats a good idea, but its something to digest on.
Its something to contemplate...but I have to admit that I am not sure wether this would not be too powerfull....unless the attacked char has a ward save, he will almost certainly be killed...

4+ killing blow is ridiculous. Even 5+ is powerful, and I very much question whether GW will even contemplate it. I think even asking for 4+ is putting the whole petition at stake.

As a character killer - 5+ killing blow, powerful, but still has to get by a load of pretty good ward saves. Also, making the assasin expensive helps to keep him a SPECIALIST character (which is as it should be).
Ranged attacks - use the repeater crossbow+TOK poisons. But this needs SCOUT rule to be effective (making him a SCOUT is very fluffy though, and not overpowering). He hunts in the shadows etc etc.
