Why not just allow the hydra to declare an out of sequence charge against the enemy unit that charged the "escorted unit" after all enemy charges have been resolved? Basically simulating the hydra running to the defense of the unit it is protecting?

I think it's pretty clear in that document that it is for events at Warhammer World. They say it several times. I'd imagine the vast majority of events happen outside Warhammer World and as such do not apply the code.
