The steam tank has a specific rule making it immune to spells without strength values. If you look in the empire FAQ (m ) it clarifies that it indeed doesn't work. thats just cheating, suddenly there is a hole beneath you and your pusky tanks unless the hole isn't bigg enough you should fall in it.
