Yes, by "battle" they mean "game".
Combat between units is typically referred to by GW in its rulebooks as "melee" and "close combat" but never AFAIK "battle".

8th edition had a lot more bulk and staying power built into the game. Gone were the days of expensive elites ruling the battlefield: new rules such as steadfast and stepping up put staid to that. Assuming you are talking about pre-Age of Sigmar, it might be helpful to know what you need the information for? The proximity to the chaos wastes gives you quite a lot of license to just dump down what you want there, but it depends on what you need.
