My army rulebook is incomplete and I can't find it in the bigger 8th edition rulebook I do have.
What ares the rules for Impale attack? Trait found on the Dark Pegasus in the army book. Thanks!
Also please let me know your thoughts on this build.
DL; SDC, HA, Shield, Great Weapon, Dark Peggy
Cloak of Twilight, Talisman of Protection, Dawnstone
1+ armor/reroll, 2+ ward save, 4 S6 attacks (2 extra from dark peggy) with multiple wounds and killing blow.
Cost effective and worth 303 points?

Issue you have with that build is that it is not legal. You have two Talisman items. To be honest CoT and Dawnstone is probably enough anyway. But common other builds would be adding a Dragonhelm to hold up fire attack units or a Charmed Shield.

Why is dragon helm a good choice though? Wouldn't a 2+ ward against fire be kind of wasted when CoT is a general 3+ ward already?

Depends who you face really. CoT is only a save versus shooting, not in combat. With the 2++ against flame you can hold up units such as Irondrakes and K'daai for turns at a time if you get into base to base. Plus BoEF standard is pretty common in many lists, so again for the sake of a 10 point you can upset your opponents plans.

Hmm, do banners count as magic items? They are listed under common magic items right?
Would a lichbone banner (MR +1) for 2+ ward against magic be a good idea? It can also fit with the dragon helm.

You cannot give the Dark elf General (Lord) a banner. Only those eligible to be the BSB are allowed from the character section can have one. Unfortunately it also means if you give your BSB a magical banner, they cannot have any other magical items.
