what is static combat rez and active combat rez. i hear the terms alot

Static combat resolution (or SCR) is combat resolution that you get without really doing anything. This includes things like ranks, banners, and the outnumbering bonus. Typical SCR units are cheap, so you can afford to buy enough to get ranks. Spear Elves are a prime example.

Active combat resolution (or ACR) is combat resolution that you have to work for. This is mainly acquired by doing wounds, but I suppose it could include things like flank and rear bonus. Heavy cavalry and elite infantry like witch elves and executioners are perfect for generating ACR.

Also...Can the cauldron move? how is it placed?

It's a War Machine. Deploy it at the same time as the rest of the War Machines, and can move every turn as skirmishers, albeit without Pursuit, Charge, or March (BRB 84)

does hatred apply to ranged attacks, such as RBT's and crossbowmen?

no and neither do harpies, but mounts(cold ones, dark steeds etc.) and hydras get it.
