2250p new DE.
This is the basic force I think I'll be playing around with. I'm not to sure about the lvl4. I'm thinking about using her on a peggi with the focus fam, inverted ward and a scroll. I think that cn be really fun to use and play well on the new DE style.
Anyway, I'm starting with the bascs and trying to get the new fun stuff to work. I really love the new multi shades with GW, They will really be able to do everything that I need them to. Also with heavy hitters like the Manti, Hydra and BG I think alot of other stuff will get ignored untill it's to late. Anyway, whats your thoughts on the new list.

Not a bad list. You will find that the lvl. 4 with the dagger creates a stellar magic phase! I played a dwarf army and routinely generate 8-12 dice per phase with PoD and the dagger.
My main concern for this army is the fact that your list would necessitate a close promximity between your blackguard and your warriors for effective BSB usage. This ultimately means that your sorceress would be in dire straights to not miscast due to the ring of hotek. Conversely, I don't think it would be wise to isolate the blackguard either. I think you should either drop the ring altogether and and try to work in an additional scroll or plan on making a shade unit your lvl.4's bodyguard. Otherwise, it looks really great. Sorry if this is a dumb question but why do you need shades if you already have Dark riders and harpies? Wouldn't you rather, for example, two chariots? I have never used shades before but they're main use seems to be shooting and marchblocking.
Oh and the warriors should be bigger to discourage shooting at them and for the sacrifices. Take out a harpy unit perhaps?

from what I remember of your playing style I think it suits you.
The only thing I would do is maybe to take boost the Crossbows with some numbers and possibly even a banner, and first thing would be a musician though.
Looks solid, interested in hearing how it goes, I have a similar build in mind when it comes to troops, but a different character set up.

They absolutely can. There is nothing limiting BSB equipment in the new book (save the Magic Item OR Magic Standard choice). This is not an oversight by GW - this is the new standard set by the HE, and followed by the VC.
