The City of Vikarh...
Is there a general description somewhere where I can get an idea of what the city is like? I ask because I want to write my background to the point where my character is actually in the city but I don't want to just jump in and write without making sure there isn't any established "canon" detail regarding the city out there.

Tales of Vikarh is the best actual description of the city itself you are going to get. Alot of it is left open for the moderators to mould what they perceive to be Vikarh.
